I thought the near masterpiece that is Black Sigil would fit the bill, as I'm pretty much the only one who knows it even exists, but evidently a few people(literally only a few) found out about it(probally from me, so sorry about that), and thus It's worth 44 bucks for cart only(around a 100 for it complete) sigh. It's not even a ATLUS published game, yet it got that high, super rarity+high quality(seriously, it makes Chrono Trigger seem like the worst game ever made) = empty pockets I know, but like no one knows it even exists.
Thought a loose faria would work, not anymore sigh.
Dragonview another game no one knows about but me, is worth a insane amount not(almost Panzer Dragon Saga type value at that)
Damn this it hard, however just for shits and giggles I decided to purposely search for games that shouldn't be cheap, but might due to how the market works, and bingo:
Castlevania 2 Belmont's Revenge(This is literally my 2nd favorite Castlevania game, so pretty damn good) A bunch of people are tring to sell it for 22-30, but there are some people with BIN listing at 10
Final Fantasy Legend 2 Don't ask me how this is so cheap, while the listing I see atm are just above 10, odds are you can end up finding it for 10 or less, with alittle patience.
Lufia(yes I said god damn Lufia of all games) the Legend Reture can be had for 10(this is downright criminal) It's undebatably the 2nd best Lufia game too.
Holy shit!!! Dragon Warrior Monster "2" easily the best pound for pound Monster capture/training game ever made, can be had for just over 6 dollars. Buy that as soon as possible.
Galactic civ 2 PC(the Ultimate physical edition, which is the best version, can be had for only 10 bucks on ebay, definitely get that. It's the best 4x genre game ever made, fully customizable gameplay at that) It's not entirely what most would consider retro, but It's pretty old at this point(if you go by the vanilla version release date)
Here's just a small handful of games I could find in a few minutes.
