    1. Bowser (Mario series). No matter how dedicated he's been to kidnapping Peach and commanding an army, the quality of the epic struggle between him and Mario hasn't degraded in value for over 30 years.
    2. Gruntilda (Banjo-Kazooie). The entire fight was one huge build up from start to finish. There are very few battles that were equally challenging and entertaining. You knew the stakes going in and the payoff when you beat her was worth it. A great villain for one of the best n64 titles.
    3. Dr. Wily (Rockman/Megaman series). I like classic villains that never give up trying to win and Wily fits this to a T. Part of the big Three of Nintendo villains, you know what you're getting into with a Megaman game and you're still into it decades later.

Yes, the presentation of its presence through the world is great storytelling. If the world would have three phases it would have been a clear #1 great of all time for me

The Radiance is a great pick. Its presence permeates throughout the game as you discover how it slowly corrupted the kingdom and the Knight. Also, it has a great design (like everything in Hollow Knight).

I couldn't decide the order but here is a vague list
    - Handsome Jack (Borderlands)
    - Lusamine (Pokemon SM)
    - Edward Sallow (Fallout New Vegas) though there is no real "villain" in new vegas, I feel like Caesar is one.

    3. Kane from Command & Conquer - Iconic character from iconic franchise.
    2. Revolver Ocelot from Metal Gear Solid 3 - Badass, cool style, and the best version of Ocelot from any Metal Gear.
    1. The Illusive Man from Mass Effect 2 (and to some extent 3) - He has this dubious morality about him that makes you almost feel like he's right.
