Kefka from FFVI, basically japanese Joker with crazy magical powers
Kamoshida from Persona 5, every villain bar one felt underwhelming to me afterwards because boy this guy was raising the stakes high
Vaas from Farcry 3, love his voice both in French and English, love his lines.

3. Jenova. I wish they went down the path of her being the main villain over Sephiroth. Would have been scarier I think..
2. Mastema (from SMT Strange Journey) hate that guy.

1. Albert Wekser (Resident Evil)
2. The Joker (Arkham series)
3. Mecha-Hitler (Wolfenstein) because it was so absurd and still a great death animation

-The great mighty poo from Concer Bad Fur Day. Simply because its one of funniest and most memorable bosses in video games for me. How could you say no to opera singing tard :3.
-Kuze from Yakuza 0. Simply cant find more bad ass character than him.

FYI, Vaas is from Far Cry 3, not 2. Everyone in Far Cry 2 is the villain.
1. Father Karras (Thief 2) (A crazy priest leader of a technoreligious cult, with a speech impediment. Wants to eradicate all biology to bring about his mechanical paradise.)
2. SHODAN (System Shock) (An AI that became self-aware and developed a god complex upon being hacked. Wants to recreate the universe in her own image and lord over it as an omnipotent goddess.)
3. The Master (Fallout) (Mutant scientist in charge of the super mutant army. Wants to use the Forced Evolutionary Virus on all humans to achieve forced equality and collective harmony.)
